Checks if the SpellInfo is an explicit discovery.

An "explicit discovery" may refer to a spell that is not intuitive or is hidden and must be specifically discovered by the player through some sort of action or event.

@return boolean : Returns true if the SpellInfo is an explicit discovery, else false.
